Important Notice to Data Vendors and Other External Data Users/Clients: Volumetric and Valuation Data Quality during the Transition to the Petroleum Registry

January 25, 2012 - Like Industry, Saskatchewan Ministry of Energy and Resources (ER) is working behind the scenes to prepare its operations for the inclusion of Saskatchewan data into the Petroleum Registry, effective April 1, 2012. With less than three months to go before the implementation, ER employees are focused on learning and preparing for their new operational environment in addition to carrying on with tasks and business functions associated with the current operations environment. As a result, some of the statistical services and information the Ministry currently provides to data vendors and other clients will be affected due to a planned slowdown in current operations to accommodate transition activities associated with the Petroleum Registry.

The first area to experience a slowdown is the processing and validation of monthly volumetric and valuation data within the Petroleum Statistics Branch. While it is planned to have data files, statistical reports and statistical tables made available each month as scheduled, processing related to validation of the January and February 2012 production month data (as well as any amendments received after Registry go-live for production months prior to March 2012) will be slowed down. As a result, the quality of the data for those periods may not be as dependable or as complete as vendors and other data users have come to expect from ER. The slowdown will last until the end of September 2012, at which time ER expects to have caught up with validation processing. At that time it is anticipated that data quality, accuracy and completeness will be at the level that clients normally receive from ER.

We have asked our oil and gas industry partners for their help to minimize the impact of the slowdown by meeting deadlines and ensuring data is as accurate and complete as possible before submitting their monthly reports and electronic data files to ER.

Please be assured that the ministry will do its utmost to mitigate the consequences of the slowdown to our valuable clients. Thank you for your patience and understanding during this important transition period.

The information is provided in seven relational data files that can be connected or linked together. All data is provided in ASCII text format. A sample of information contained within each file is as follows:

  1. Well Identifier File (well location, horizon code, well type, pool code, licence number)
  2. Production File (production date, hours on production, volumes)
  3. Injection File (injection date, hours on injection, fluid types, volumes)
  4. Facility-Operator File (facility and operator code by effective date)
  5. Operator Code and Name File (operator code and name)
  6. Horizon Pool Code and Name File (horizon code, pool code and name, area-crude type)
  7. New Well File (well location, well type, crude type, first and last producing dates, unit code, project code, completion date)
  8. Production and Injection History File (detailed file formats, layouts and descriptions; well types, injection/disposal fluid types, and inactive well codes; data fields and files cross-reference table)
